Grant Administrator

Success Goal

To be an integral component to the efficient and effective coordination of organization’s grant administration process, to achieve the goals and objectives of the organization.

Primary Function

Under medium supervision, the Grants Administrator meticulously analyses and distributes grant funds in the appropriate amounts to grant specific projects and services in accordance with the objectives for which they are granted and within budget. The position secures grant funding and facilitates long term planning activities to support the short and long term strategic goals of the organization. Ensures continuous total quality management to meet all Authority costs, quality, contractual, and quantity requirements.

Performance Responsibilities – Essential Functions (Not inclusive, other duties may be assigned)

  • Coordinates input from various sources; develops, writes, and publishes the final approved Capital plan for the current year, budget year, and five additonal planning years.
  • Coordinates program input from staff; receives input against approved program; evaluates options; publishes approved resource requirements for current year, budget year, and five additional budget years for operating and capital requirements.
  • Ensures Grant funding dollar requests are appropriate/allowable; double checks with funding sources to make appropriate decisions; as needed/required.
  • Determines which Grants are approprate for the organization and decides which Grants are to be utilized to meet requests for funding of projects, as applicable.
  • Writes Grant applications according to format required; ensures that each step in the grant approval process is accomplished; submits application to funding agency or foundation.
  • Develops and submits revisions or amendments to grants as required.
  • Seeks out, searches for and identifies new funding sources and opportunities to support capital and operating needs of the organization. Applies for competitive Grants as appropriate.
  • Communicates with representatives of funding sources to follow progress of grant request.
  • Coordinates execution and monitors progress of grant funded programs, or writes specifications for evaluation or monitoring of program by outside agency.
  • Develops, maintains, and updates a capital program and ensures all capital projects are included int eh Transportaion Improvement Program (TIP).
  • Completes grant applications and paperwork; appropriately calculates formulas to process grants.
  • Monitors trends in federal, state, and local legislation regarding transit funding and provides Grant strategy recommendations based on this information.
  • Coordinates the process for development and submission of periodic reports to comply with federal and state requirements.
  • Maintains Grant master files.
  • Monitors Grant funded program reports.
  • Provides staff support to organization’s Specialized Services Committee.
  • Coordinates and communicates organizational policies and standard operating procedures to staff and employees.
  • Coordinates the preparation and submittal of various reports assigned to the administrative funciton for processing.
  • Assists with the Federal Transit Administration Triennial Review process.
  • Participates in budget development and management of grant-funded programs.
  • Promotes Total Quality Management and programs.
  • Assists Planning department in conducting transportation planning and analysis.
  • Facilitates coordination with other agencies and organizations to address transportation needs in the community and secure funding for community-based initiatives.
  • Assists with the development and implementation of organization’s strategic initiatives
  • Assesses potential projects, development of funding options to support projects, and conduct outreach to the community.
  • Performs special projects and other incidental duties as required/assigned.
  • Promotes and builds good working relationships with staff of the organization. Embraces mission. Works with team; assists whenever and wherever needed/required.

Qualifications

  • Bachelor’s Degree in a business or pertinent field of study.
  • At least three (3) years of Grant writing experience or related experience and/or training, preferably in the transit industry; or
  • Equivalent combination of education and experience.
  • Previous Total Quality Management experience preferred.
  • Masters Degree in a business or pertinent field of study preferred.
